A native of the Philippines, Cesar is a long-time resident of Marin County who immigrated to the United States at age 10. He and his family settled in the Canal neighborhood of San Rafael during his formative years up until his young adult years.
Cesar retired after working over 20 years with Marin County’s Health and Human Services Department as an LCSW and Ethnic Services and Training Manager. His education and career in Social Work includes providing direct behavioral health care to low-income residents, organizational and program management and leadership, community organizing, and multicultural education. He is a proud father of four and grandfather to his 5-year old grandson.
